Is it possible to lose weight and get slim legs, regardless of muscle structure and genetics?

I am a dancer and I have 17 years this year. I'm Chinese, Portuguese and I am 160 cm (5 feet 3) and weigh 48 kg enormous. I think I'm probably one of the fattest in my class in terms of lower body mass and this really frustrates me because every time I try to approach someone about the reprimand me for being too conscious that I am thin, or is only muscle mass. I know because I can not see the jiggling fat when I wear boyshorts etc. Does anyone have any suggestions on how to lose weight long term and, specifically, lose lower body mass? My thighs are a big problem and I tried to run and gyming but it doesn't seem to work. I'm thinking of going to an extreme diet to complement the work out, any suggestions?

Continue with exercise and healthy eating. If you really have some problem in situ, such as a tendency to gain weight in the lower body, all the exercises in the world .... and all crash diets in the world is not going to change that. Not to mention that a crash diet would threaten its strength as a dancer. I would like to speak with a really good nutritionist and doctor. As a last resort, talk to a plastic surgeon about liposuction. I highly suspect that if it is a good doctor, not only about the money one, that will tell you there's nothing wrong with her figure.
