How can I slim my legs and hips!?

Hi all, I am a man of 19 years going to school in Wisconsin and I was wondering what I could do exercises to slim legs, not building bulk. Also anything to help the diet I've been eating pretty light in an attempt to lose weight, but comes from my upper body, not my child. thanks ~

This is the million dollar question! Losing weight in one place ... Well, there are good and bad news.
