(fashion) How do you measure for a panty brief or cincher?

I have to wear this weird costume for an onstage dance performance. I have to order the bottom brief online, it's kind of like a black girdle that goes under the frou frou. They only give waist measurements and when I called the company they were not very helpful. So, when undergarments, cinchers or traditional girdle foundations go by waist, you know, like 38 inches, is that what you ARE or what you WANT to be after the cinching effect? Because the difference is like 5 inches!!!!! And I want the costume to fit. Thanks.

i would think 38=large or ex large iwear size 6 panties and 36 " panties
