You must do the training from scratch if your still trying to lose weight?

I always had heard that you shouldn't do ab workouts until you reach your ideal weight, because if your still trying to lose weight and do abdominal exercises ab then only accumulates beneath a layer of fat, making your stomach actually look a little bigger? Is this true? Please help! I just want to lose 5-10 pounds and have been doing ab exercises but I'm wondering if I am only hurting my weight loss? Thanks in advance:)
